How shall we act if at a serious place of practice acts of agression and anger happen without anyone reacting to it and it becomes something that is perceived as a regular behaviour?

The responsibility lies with the teacher. He/she needs to see the situation how it really is and how the training of the whole sangha can continue in the best way. Efforts need to be made to protect the training of the sangha.
